Last update was items presented to customs 16 days ago.

Hi, I ordered shoes a month ago. The track & trace gives the last update on the 5th of May and says "JingWaiJinKouHaiGuanLiuCunDaiYan" . On the international website of EMS it says that items are presented to customs but this is already 16 days ago. Do I need to take further steps or is this normal?
